HOW TO REGISTER AT RODRA AND GET YOUR 7 CPC – E-PPO
Pension Payment Order (PPO) is an important document as far as Pensioners are concerned which determines the Pension to be fixed at the time of retirement. Until October 2017, process of issuing PPO was done manually by PCDA.
PCDA has started issuing electronic-Pension Payment Orders (e-PPOs) for all defence pensioners including defence civilians. The shift from manual system to e-PPO system is expected to minimize delays in pension disbursement and further revision as and when needed. This initiative also eliminates the occurrence of human errors in data entry at multiple levels.

Aadhaar, fingerprint scan enough to open bank account

Aadhaar, fingerprint scan enough to open bank account
MUMBAI: A few weeks after RBI Governor Raghuram Rajan stressed on building credit histories of individuals based on the Aadhaar number, one bank has introduced unique identity-based eKYC for opening loan and savings accounts.
Axis Bank, which is using payment company Visa’s network to access Aadhaar database , will introduce the eKYC facility in around 25 branches next week. The branches will open loan and deposit accounts based on the Aadhaar number and fingerprints instead of proof of address and proof of identity.
RBI had notified eKYC as an ‘officially valid document’ under anti-money laundering laws on September 2. The facility would enable an Aadhaarregistered individual from anywhere in the country to walk up to a branch and open an account by merely providing his UID and scanning his fingerprints . Not only will the Aadhaar database provide documents relating to the proof of identity, address and photograph , it will also populate the bank’s database with the applicant’s contact details. “The information needed to be provided in the application form for a savings account will be minimal ,” said Jairam Sridharan, president, Axis Bank. However, in the case of loan products the bank would call for additional information, he said.
“For the middle-class customers , eKYC is a convenience but for the lower end of society, this will provide access like never before,” said Sridharan. For migrant workers in metros such as Mumbai, a key challenge in opening accounts is meeting the bank’s KYC requirements in terms of proof of address and proof of identity . Although RBI norms allow individuals to open a ‘small account’ in a bank on production of a self-attested photograph and affixation of signature or thumb print, banks are reluctant to push this account as KYC documents have to be obtained at the end of one or at most two years.
Sridharan said that it was expected that the Unique Identification Authority of India would update its database as and when the individual moved houses. This would facilitate periodic checks as required by the central bank. He said that even if the account were to be opened using the eKYC procedure, contact details could be updated subsequently using accepted KYC documents.
Upon taking charge on September 4, the RBI governor had said, “On the retail side, I particularly want to emphasize the use of the unique ID, Aadhaar , in building individual credit histories. This will be the foundation of a revolution in retail credit.”

Office Memorandum
Subject: Age relaxation to ex-servicemen employees in PSBs while competing for promotion to higher post.
The undersigned is directed to reter to ministry of Defence (MoD), letter No. 0515/Gen/DGR/Emp-3, dtd. 7th Nov., 2012, followed by DO letter No. 28(47)/2013/D(Res.1), dtd. 24.6.2013, on the subject cited above and to say that the matter was examined in consultation with DOP&T and State Bank of India(SBI).
2. DOP&T is of the view that as per existing instructions, Ex- Servicemen are provided relaxation in case of appointment on direct recruitment basis. Ex-servicemen who have already secured appointment under the Central Government can avail of second benefit of age relaxation for securing another appointment in any higher post or service under the Central Government. However, such candidate will not be eligible for the benefit of reservation for ex-servicemen in Central Government jobs.
3. SBI has reported that as per Gol guidelines, bank gives benefit of relaxation in service eligibility criteria for maximum period of 2 years to its ex-servicemen employees after they have rendered at least 3 years of actual service in the bank (only once during their career) for the purpose of promotion. These guidelines enable the ex-servicemen employees to become eligible for promotion to officers’ cadre after 4 years of service instead of 6 years, applicable to other Bank employees. Therefore, an ex- serviceman joining the bank in the age group of 39-40 years would become eligible for appearing in the promotion exercise before they cross 45 years’ of age.
4. SBI has further clarified that selection of employees for promotions from clerical cadre to officers cadre, in SBI, is not done through fresh appointment but by way of internal out of cadre career progression and therefore, provisions under DOP&T’s order No. 36034/6/90-Estt.(SCT), dtd. 10.10.94 which provide for benefit of age relaxation for securing another appointment in any higher post or service under the Central Government, is not applicable.
In the Hon’ble High Court of Delhi at New Delhi a similar matter came up through the WP(Civil) No. 2533/2013, titled All India Ex-Servicemen Bank Employees Federation(Regd) Vs the Chairman, SBI & Ors. Honble High Court pleased to dismiss the same vide its order dtd. 22.4.2013, observing that Notifications provide (second time age relaxation) for appointment and not promotion and petitioner in the present case are not giving up their appointments in the existing post for seeking appointments to group C and D posts but are effectively seeking promotion through proper channel by appearing in examination for promotion to the Group A posts. in view of above, there is nu merit in the writ petition, which is accordingly dismissed, leaving the parties to bear their own costs.
6. As in the instant case, ex-servicemen are seeking age relaxation in SBP (and SBI also) while competing for promotion from clerical services to Officers’ cadre in their own hierarchy, where no applications are called for. DFS therefore, agrees to SBI’s stand that it being a case of promotion in their own line of promotion, ex-servicemen employees are not entitled for any such age relaxation being a case of second time age benefit notwithstanding the fact that the promotion process may involve some departmental screening test/interview etc. In view of foregoing, MoD may agree that second time age relaxation could have been available only in following circumstances:
(i) in case an ex-serviceman was competing for a higher post in officer’s cadre in his own office/bank under direct recruitment quota provided the ex-serviceman employee fulfills other eligibility criteria for that, and
(ii) he would have applied for any higher post in another PSB.
(ii) he would have applied for any higher post in another PSB.
Ex-Servicemen who have been re-employed or are re-employed by Private Companies /Autonomous Bodies/ Public Sector Undertakings /Government Offices on casual/contract/ Temporary ad-hoc basis and who can be removed from such service at any time by their Employer concerned.
7. Petitions of ex-servicemen may be disposed off accordingly.

Simplification of Procedure for Payment of Family Pension to Permanently Disabled Children/Siblings and Dependent Parents
, by QUESTIONSCHOOL2U
Simplification of Procedure for Payment of Family Pension to Permanently Disabled Children/Siblings and Dependent Parents
The current Pension Rules provide that after the death of pensioner and his/her spouse a fresh Pension Payment Order would be issued for children and dependent parents for grant of family pension to them. Difficulties were being faced by disabled children/siblings and old parents in getting the family pension sanctioned after the death of the employee/pensioner.
The Government has therefore decided that an employee/pensioner/family pensioner may at anytime make a request to the Appointing Authority for advance approval to the grant of family pension for life to a permanently disabled child/sibling or dependent parents. On the basis of this approval, authorisation shall be made in the original Pension Payment Order (PPO) at the time of retirement or by issuing a revised authority. The permanently disabled child/sibling/ dependent parents will receive family pension at the appropriate time, i.e., after the death of employee/pensioner and/or after the death/ineligibility of any other member in the family who was eligible to receive family pension prior to the disabled child/sibling/dependent parents.
Where there are other eligible prior claimants to family pension, the names of disabled child/children/dependent parents/permanently disabled sibling will be added to the PPO issued to the preceding eligible family pensioner. Family pension to these permanently disabled child/children/siblings/dependent parents will be payable after the death/ineligibility of the prior claimant, as the case maybe.
Detailed instructions are available in OM No. 1/27/2011-P&PW(E), dated July 01, 2013 at the website of Department of Pension & Pensioners’ Welfare www.persmin.nic.in.

7th Pay Commission Projected Pay Scale
, by QUESTIONSCHOOL2U
7th Pay Commission Projected Pay Scale
People may think that the babus again started to make voice over pay revision and next pay commission or 7th Pay commission. There is a saying that “The crying baby gets the milk”. The need makes the man to act.
One should try to understand the fact that being a government servant one can witness a considerable pay hike at least twice or thrice of his/her entire service period. Because, other than promotion, only the pay commission recommendation will give them considerable pay hike. But it takes place once in ten years. Now a days a government employee can render service 20 or 30 years only due to non availability of employment opportunity in government service below the age of 25. So there is no need to be get annoyed by hearing the voice for seventh pay commission from central government employees. Because constituting next pay commission is for nothing but to review the salary of the govt. servants with the current economical condition of the country.
How the pay of a govt. employee had been fixed at the beginning of the Independence India.
Till now there are six pay commission had been constituted to review and recommend pay structure of central government employees.
All the six pay commissions have taken many aspects into consideration to prescribe the pay structure for government servants.
In the first pay commission the concept of ‘living wage’ was adopted.
In second pay commission it had been reiterated that the pay structure and working condition to be crafted in a way so as to ensure the effective functioning of government mechanism.
The third pay commission adopted the concept of ‘need based wage’
The Fourth CPC had recommended the government to constitute permanent machinery to undertake periodical review of pay and allowances of Central Government employees, but which got never implemented.
In Fifth pay commission all federations demanded that the pay scale should be at par with the public sector. But the pay commission didn’t accept this and told that the demand for parity with the Public Sector was however difficult to concede as it felt that the Job content and condition of service in the government and public sector not necessarily the same. There were essential differences between the two sectors.
The Sixth Central Pay Commission, claimed that it had not only tried to evolve a proper pay package for the Government employees but also to make recommendations rationalizing the governmental structure with a view to improve the delivery mechanisms for providing better services to the common man
What about seventh pay commission?
Generally every pay commission, before recommending a pay structure, it used to analyze all the aspects including the economic situation of the country, financial resources of the government, comparison with the public sector, private sector and state government pay structure etc. So it is very much clear that Pay Determination is very complicated and sensitive task. Without any doubt every one accepts that this is very challenging task too. In order to determine the new pay structure the pay commission has to go through voluminous data consisting current economic condition, strength of the work force and working condition etc. In the meantime, if one tries to suggest or comment about 7thy pay commission pay scale or about what the seventh pay commission pay scale would be, it will not get much importance.
But when we come across all the recommendations of six pay commissions, we observed an interesting factor which is common to all the pay commission recommendations, particularly in the matter of percentage of increase in the pay. Average 3 times increase in the pay was recommended by each pay commission and it was accepted by government and implemented. We have posted three articles about six pay commissions before this post.
Click the link given below to see those articles and average increase was worked out in the table.

Short Description about Sixth Pay Commission
Obviously it is simple thing, we can say it a mathematical coincidence that we have in common in all previous pay commission, but we cannot neglect this. Because it was there, every time it is noticed that the revised pay was approximately three times higher than its pre revised pay. Apart from all the factors which has been used to determine the pay revision, we can use this simple formula ‘common multiplying factor’ to know the 7th pay commission pay scale . If next pay commission prefer to continue the same running pay band and grade pay system for seventh pay commission also, the pay structure may be like the following projected figures given below, using common multiplying factor ‘3’. The Following is only the projected figure using common multiplying factor ‘3’…
