ACCOUNTABILITY  FOR NON STOPPAGE OF
 FIXED MEDICAL ALLOWANCE (FMA ) BY BANKS.

WORRIED VETERAN .

Our Ex-Servicemen were enrolled as  members  in ECHS from 01-04-2004  onward.

For becoming member, stoppage of FMA certificate from bank is mandatory.

Hence, all the ESM obtained the certificate from their Banks-  as Having stopped FMA from so and so month  and joined the scheme from 01-04-2004. ,

Now, we understand that still many ESMs and Families are being paid with FMA. 

On verifying  the pension details  for Renewal of ECHS cards to 64 KB,  the

 Non stoppage of FMA is noticed.

The pensioners , particularly Widows are not aware whether they are being paid with FMA or not.  Similarly, many pensioners also not knowing  this point.

During the Renewal ECHS  cards, we noticed the Non stoppage of FMA . when inquired, they said that they have requested the Bank to stop  FMA  but they are still paying  even after reminding.

THIS IS THE POSITION.

When we calculated the FMA paid to few ECHS members , it comes about Rs.50000 plus,  likewise  many are there.

Here , we wish to know , who is accountable for this Non stoppage of FMA.

The member is holding the FMA stopped certificate from Bank.

All pensioners are not that much educated to know the pension details.

We opine that , the Bank is at fault in not carrying out their own commitment, thus the wrong / over payment.

The Pensioners though not aware of the particulars of their Pension, they are also responsible.

Now who should be held accountable for this happenings.   Is a question.

Now , after coming to know the wrong payment, the Bank is demanding the pensioners to repay the amount in lump sum. The poor pensioners , who   are not having such a large amount  and are finding it difficult to manage.

  NOTE:  As per Pension Payment Instruction-2013  from PCDA, para 103,  PDA should get permission  to recover the Over payment , which was noticed after 12 months period.

In our opinion,

1.      As the Bank has failed to comply with their own commitment, the wrong/ over payment shall be borne by the Bank.

Note:  This is a serious nature.  Some cases has come to our knowledge  that, when the ECHS member  drawing FMA   went  for a Major surgery   and was denied admission  due to this payment   of FMA  which was not of his fault.

The patient was advised to pay back the wrongly paid FMA amount and then only case will be admitted. This is a great injustice meted out to

In view of the above facts, We request all our ESM Associations and Orgs to guide our veteran brothers in your areas in this regard to avoid last minute sufferings.

ESTABLISHMENT OF CENTRAL PENSION DISBUSING AUTHORITY. ( CPDA )

There is going to be a change in Defence pension disbursement system  very soon.

The functions of Bank’s CPPC  will be taken over by CGDA  under the name of CPDA.

The functions like Fresh pensions, revision, addition, deletion  etc. will be done by this  new CPDA directly .   Pension will be credited  to pensioners  Bank account  from CPDA every month.

For this , they have selected about 166 DAD Service centers through out the county.

In Tamil Nadu, about 10 places  for about 85880 Defence  pensioners / Family pensioners.

Chennai,  Vellore, Arakkonam, Tambaram, Kancheepuram,  Tiruvallur, Coimbatore, Nilgris, Trichy, & Tirunelveli  will be the DAD centres.

As per available datas, the number of pensioners , Centre wise:

OROP REVISION SCENARIO :- AN ANALYSIS BY BISWASDA FROM THE RTI REPLY RECEIVED BY HIM

Ranks up to Havildar and equivalents will get maximum benefit in OROP-2. Lesser the service--more the benefit. X-Gp ESMs will have some extra benefit as x-pay has been hiked in 7 CPC. Nb Subedars with lesser service will have marginal benefits. For higher ranks and higher QS :- I can not say anything positive. Post-OROP pensioners getting lesser pension than Pre-OROP will be brought to same level. For Higher ranks and higher QS, if the average of max & min falls below one's present pension, his present pension will be protected.
 This is not my wild prediction, but based on analysis of data. ESMs who will have marginal or no benefit will surely be disappointed, but there is nobody to blame on. After all, OROP is all about bringing the pension of past pensioners to the level of present pensioners. If present pensioners are drawing less, what can any committee do?
 Total 42506 Nb Subedars have retired after OROP-1- i.e., after 01.07.2014. Out of them 35732 (84.06%) are drawing lesser than Pre-OROP pensioners. These are 100% authentic figures. Now you can understand the possibility of hike of NB Subedars in OROP-2. However, Some of the NB Subeders with lesser service will have marginal benefits. X-Gp Nb Subeders also will have some benefits.
Out of post-OROP retirees, Sepoy 5.05%, Naik 1.93% and Havildar 3.01% are getting lesser than Pre-OROP pensioners. So there will be substantial increase for these three ranks and their equivalent ranks. For X-Gp hike will be a bit more.

Extension of empanelment of AYUSH Hospitals/Centers under CGHS and CS (MA) Rules till 31.07.2019.

With reference to the above mentioned subject attention is drawn to the OM of even no. dated 14.05.2018 vide which non-NABH empanelled AYUSH Hospitals/Centers were required to obtain NABH accreditation with in a period of one year from date of issue of the said OM. However some of the empanelled Non-NABH AYUSH Hospitals/Centers have not been able to obtain NABH accreditation with in stipulated time period.

The matter has been reviewed and it has been decided to accord extension of validity of empanelment till 13.11.2019 to Jindal Naturecure Institute for obtaining NABH accreditation and in case of failure to do so, action as deemed fit would be initiated against this AYUSH Hospital/Center.

Want to book online appointment to update Aadhaar? Follow this step-by-step process

In some cities of the country, the Unique Identification Authority of India (UIDAI) has started Aadhaar Seva Kendras (ASKs). These centres will provide services such as new enrolment, address update, name update, date of birth update, etc.
Presently, these services are provided in select banks, post offices and in government offices by UIDAI.

It may be noted that "UIDAI is planning to open 114 such centres in 53 cities across the country for providing hassle-free Aadhaar enrolment and update services to the people with prior appointment. UIDAI intends to complete set up of all the 114 ASKs by the end of the year 2019," said Ajay Bhushan Pandey, CEO, UIDAI.

The UIDAI has started Aadhaar Seva Kendra services in Delhi, Bhopal, Chennai, Agra, Hisar, Chandigarh and Vijayawada. According to a press release by UIDAI, Chennai, Bhopal, Patna and Guwahati are likely to become operational by the first week of the September 2019.

The Aadhaar Seva Kendras have eight to 16 enrolment counters, 40 to 80 seated waiting areas and electronic token system besides other amenities. Worth mentioning here is that any resident can take an online advance appointment and visit as per their convenience. 

New Aadhaar applicants, as well as existing holders, can book appointments at ASKs for services related to fresh Aadhaar enrolment, name update, address update, mobile number update, Email number update, Email ID update, date of birth update, gender update and biometric update including photo, fingerprints and iris.

It may be noted that the online appointment booking process is free of cost. However, according to a UIDAI release, the ASKs have a token system, The residents will get a token for their Aadhaar related work and move to a verifier for document checking. After verification is complete, the resident will have to move to 'cash counter' for payment of Rs 50 (Aadhaar update charges, if required). After this, the resident will be assigned an operator counter from 16 operators work stations.

Follow these steps to book an online appointment to avail Aadhaar services

1. Visit UIDAI's website

Go to UIDAI's website (uidai.gov.in). Go to 'My Aadhaar' tab. From the drop-drown menu select 'Book an Appointment'.

2. Book an appointment

Under the header 'Book an appointment at UIDAI run Aadhaar Seba Kendra', choose 'City/Location'. Now click on 'Proceed to book an appointment'.

3. Select Aadhaar services

After selecting 'City/Location', a new page will open. Three service options such as 'New Aadhaar, 'Aadhaar Update' or 'Manage Appointment' will display on the page. If you select 'Aadhaar Update' option and enetered registered mobile number, captcha code and generated valid OTP (One-time password), you will have to verify your application by entering OTP. In case you are applying for 'New Aadhaar' for the first time, you can verify new mobile number as well.

4. Fill online form

After successful OTP verification, fill the detailed online form. The details include appointment details, personal details, selecting the time slot and reviewing all the details. Click on 'Next' tab to proceed further.

5. Select time slot

Once you have filled up appointment details, personal details, select the time slot to book an appointment. Check your appointment details and if you find any discrepancy, you can click on the 'Previous' tab and rectify the mistakes. If details entered by you are correct, click the 'Submit' tab to complete the online booking of your appointment.
