Employment Data on Ex-Servicemen

, by QUESTIONSCHOOL2U

8 NOV 2019

Directorate General of Resettlement (DGR) has been designated as the nodal agency to collect and compile the required data for facilitating monitoring of implementation of reservation policy for Ex-servicemen (ESM). DGR also maintains data on registration of Ex-servicemen for employment and their placement on Half Yearly basis based on data received from Rajya Sainik Boards/ZilaSainik Boards.

Approx. 32000 to 37000 ex-servicemen are seeking employment through Army Welfare Placement Organisation (AWPO) per year.

From the data maintained by DGR where it is seen that the representation of ESM in Group ‘C’ and ‘D’ posts in respect of user organisation is not at par with the reservation prescribed, the user organisation is advised to examine the issue of deficiency and take remedial measures to make up such deficiencies. The user organisations are also advised to consider undertaking special drive for recruitment of ESM against direct recruitment vacancy reserved for them.

This information was given by Raksha Rajya Mantri Shri Shripad Naik in a written reply to ShriPartap Singh Bajwain Rajya Sabha today.

SBI asks pensioners to submit life certificate this month. Here's how to do it

, by QUESTIONSCHOOL2U

You can submit your life certificate for pension both online and offline.
You can submit your life certificate for pension both online and offline.
  • SBI has asked pension account holders to complete their life certificate submission before November 30
  • The certificate can be submitted in person at any SBI branch or digitally at an Aadhaar outlet near you

  • NEW DELHI : India's largest bank, the State Bank of India (SBI), has asked pension account holders to submit their life certificate or Jeevan Praman Patra at its bank branches or online by the end of this month.
"Complete your Life Certificate submission before 30th November, 2019 to ensure that your pension payments would continue. The certificate can also be submitted in person at SBI Branch or digitally at an Aadhaar outlet near you," SBI said in a tweet. Those failing to submit life certificate before pension disbursal agencies like SBI within the deadline of November 30 may fail to receive pension. It is, however, resumed after the pension account holder submits the certificate.

How to submit pensioners life certificate:
There are at least four modes of submission of pensioners life certificate.
1) Manual submission: You need to visit SBI branch and get a physical copy of the format, fill it up and get it signed by a branch official.
2) Digital submission at SBI branch: Go to your nearest SBI branch and share your Aadhaar number, mobile number, pension payment order (PPO) number and account number. After you give your biometrics -- fingerprint or iris -- the bank official will do an Aadhaar-based biometric authentication to generate Jeevan Pramaan. You will get Pramaan Id as an acknowledgement.
You can then submit the life certificate digitally through the Jeevan Pramaan portal.
3) Instead of visiting the SBI branch, you can also do it online through the UMANG app. Pensioners need to download this e app from Google Play store, search Jeevan Pramaan and click on generate life certificate.
4) The fourth way to generate life certificate is by visiting Citizen Service Centres (CSC) or Aadhaar Seva Kendra spread in different parts of the country. The process here involves going through Aadhaar-based biometric authentication.

OROP and other issues of Defence Veterans needing urgent resolution

, by QUESTIONSCHOOL2U

OROP and other issues of Defence Veterans needing urgent resolutionOne Rank One Pension (OROP) and issues of concern of Defence Veterans needing urgent resolution – IESM writes to MPs
Dear Veterans,
Letter to Members of Parliament on the above subject dated 02 Nov 2019 is enclosed herewith for your information widest circulation please.
With Regards,
Jai Hind,
Yours Sincerely,
Maj Gen Satbir Singh, SM (Retd),
Advisor United Front of Ex Servicemen &
Chairman Indian Ex-Servicemen Movement (IESM)

Dated: 02 Nov 2019
ONE RANK ONE PENSION (OROP) & ISSUES OF CONCERN OF DEFENCE VETERANS NEEDING URGENT RESOLUTION
Dear Members of Parliament,
1. We wish to bring to your notice that long pending demand of defence fraternity of OROP has not yet been implemented. Hon’ble Prime Minister and President of BJP Sh. JP Nadda have time and again stated at various forums that OROP has been implemented. With grievously hurt feelings and anguish, we wish to inform you that such statements by our Hon’ble Prime Minister are of serious concern to us. Had the OROP been implemented as per the definition stated by MoS Sh. Rao Inderjit Singh on 02 Dec 2014 in the parliament, the Ex Servicemen would not have been on the road across the country protesting for the non-implementation of OROP. On 31 Oct 2019, Ex Servicemen have completed 1600 days of continuous Protest Movement executed peacefully with dignity, respect and in the best traditions of soldiering.
2. There are serious anomalies in the Govt of India Min of Def Notification No 12 (I)/2014/D (Pen/Pol)-part –II dated 07 Nov 2015 wherein the Govt is purported to have implemented OROP. The serious anomalies have been brought to the Notice of the Govt on numerous occasions, but these anomalies have not yet been rectified. Ex-servicemen were forced to approach Hon’ble Supreme Court for grant of full OROP. Hon’ble Supreme Court in its order dated 01 May 2019 (copy attached). Asked the MoD to resolve the anomalies to the extent possible and the next date of hearing was to take place on 06 Aug 2019. However, the Hon’ble judge hearing the case was busy in hearing Ram Mandir Case and our OROP case hearing was not listed.
3. In the meantime we had a meeting with Hon’ble Raksha Mantri on 01 Jul 2019 and briefed him about Hon’ble Supreme Court order and requested for the rectification of the OROP anomalies. Hon’ble Raksha Mantri assured us for another meeting after a few days for the resolution of OROP anomalies; however, that meeting has not taken place even after writing to Hon’ble Raksha Mantri a number of times.
4. During an Election Rally at Chandigarh President of BJP Sh. JP Nadda stated that his Govt had implemented OROP. The same was denied by Ex-servicemen bodies. To add to our hurt feelings, Hon’ble Prime Minister on 19 Oct 2019 at Rewari in another Election Rally, again stated that his Govt had implemented OROP. We wish to inform that this is far from truth. OROP has not been implemented; what has been implement is One Time increase in Pension. Unless the OROP anomalies are rectified, grant of Full OROP will remain unfulfilled.
5. We also wish to inform you that equalization of pensions of defence personnel was due with effect from 01 Jul 2019 as per Govt Notification dated 07 Nov 2015, but the same has not yet been carried out. The Govt which had issued the notification has not honored its own order of equalization of Pensions after every five years which became due with effect from 01 Jul 2019. We had through a letter dated 03 Sep 2019 written to Hon’ble Raksha Mantri, copy to Hon’ble Prime Minister and three Chiefs and also forwarded the same letter to Secretary (ESW) requesting for immediate equalization of pensions as notified in Govt Notification dated 07 Nov 2015. MoD, instead of implementing equalization of pensions, ordered another committee whose recommendations have not been made public. The outcome of another, “One Man Judicial Committee (OMJC)” which submitted its report to the Govt on 26 Oct 2016 headed by Justice L. Narasimha Reddy, retired Chief Justice of Patna High Court has neither been made public nor implemented.

6. We appeal to our elected representative, Hon’ble Members of Parliament to raise our issues of concern in the coming winter session and ask the Govt to grant Full OROP to the defence personnel, a demand which is long pending, though it had been accepted by both NDA and UPA Govts but not yet implemented. Our Hon’ble Member of Parliament, with anguish we wish to say that “any country which does not respect its soldiers is doomed to fail”.
Please grant Justice to Soldiers.
With Regards,
Jai Hind,
Yours Sincerely,

Previously, we had Prefix to the PPO number Like S/C/ 123/1998 and D/BC/ 123/1998. The S/C and D/BC was the indication of Type of pension.

Now the Prefix is completely removed and Suffix is brought IN. Here, Each digit has its own indication.
For example:
Latest PPO No; 1 85 2016 00204- 0100
First Digit – indicate the Service i.e - Army, Navy and Air force. No. 1 is for Army No. 2 for Navy and No.3 for Air force No. 4 for civilians and No. 5 for NPS in r/o Civilians.

Now we go and identify the given PPO number-185201600204- 0100
First digit : 1………Indicates, the pensioner is from ARMY Digits
Second and Third.85 indicate the record office of the pensioner –AMC Digits : 4 to 7
Four……..Indicate the year of sanction of pension…..2016 Digits : (8 to 12)
(five)… indicate the running serial number of PPO.00204. SUFFIX NO. ( FOUR ) Type of pension.

Digit 13 to 14…..Type of pension of the pensioner. Here No.01 is Service pension, then if there is any Corr PPO, the number will be after this ( 15 to 16).
In the given PPO, there is no Corr PPO issued, it is the first PPO hence it is 0100. Suppose, there was, say 3 Corr PPO issued later, Then it will be indicated as 0102/ 0103/ 0104 and so on up to 0149. Corr. PPO for JOINT NOTIFICATION WILL BE - 0150.

Note: If there is any major changes like 7th CPC or OROP II, then the Suffix will change. For Example if the Notional Pay/ Pension is implemented as per 7th CPC, Then the SUFFIX No WILL be as 0199, then further Major revision like OROP II, it will change as 0198, in dissenting order 0197, 0196 and so on. In the normal cases, the corr PPO will bear the Suffix numbers like, 0101, 0102, 0103 etc Service pension revised corr. PPO... But these numbers will vary according the types of pension, Like Disability, War injury pension, Ordinary Family pension, Special Family pension, Liberalised Family pension, Dependent pension, Reservist Pension and Ex-Gratia payment etc. For example: Service pension with Disability – discharge case: 0200 Service pension with war injury - discharge case: 0400 Disability invalided pension:2100 War injury invalided pension: 2300 Ordinary Family pension: 3000 Special Family pension : 3300 Liberalised Family pension : 3700 and so on There is a Table indicating the Suffix numbers for Different type of pensions, Record Offices Code/ HOO code for Defence civilians .... For Commissioned Officers, and Civilian’s / Defence Civilians the Suffix code are listed separately. Authority: PDA(P) Letter no: EDP/ 120/ E.Audit/ 2017 dated 4-7-2017.2
